Driving/permit 9 months at 17?

-Okay so i'm 17 and i got my permit on April-7-2011 and they say I have to have my permit for at least 9 months before i get my license.

Today i finished traffic " where a teacher takes some students to drive in the road" and I did good.

They told me to go online 2 get a blue slip but I have to wait 2-4 weeks.

So 9 months will pass in January and I don't wanna wait til then.

So my question is, can i get my license without having my permit for 9 months.

Or if there is any details I should know ill be thankful. =)I don't think they can deny you a license if your are the proper age it is 16 where I live and when I take the course I can go from the course to the DMV and get my license but I live in louisiana and it differs from state to state
