If you turn 18 can you get your drivers license?

-So my brother will turn 18 this month and he havent took drivers ed cause he is like really busy.. So will he be able to get his drivers license at 18? We live In NORTH CAROLINA!!! Or do he need to takes drivers ed then get his drivers license??he needs to take the WRITTEN exam, road sign exam, and eye test to show that if he passes a road test, he will be a safe and responsible driver. Driver's Ed is NOT required, but many insurance companies will give discount when he starts to drive (under age 25) if he shows a "Completion Certificate" from any approved course.
I don't know about north Carolina, but in California I don't think you have to take drivers ed if you are already 18. My husband was 25 when he took his permit test. No drivers ed or training
you can get it at 16 in Cali or Europe
Call the dmv AND ASK THEM.
